Civil Service D-day & Cutoff Guide

A 3-step walkthrough: exam schedule · track pick · chart reading.

1. Exams covered

  • 9급 국가직 — MPM-administered. 6 tracks: general admin, social welfare, customs, tax, postal, prosecution.
  • 9급 지방직 — Local HR committees. Seoul / Gyeonggi general admin + welfare included.
  • 7급 국가직 / 지방직 — PSAT + major written. General admin, audit, Seoul local general.
  • Police · Firefighter — Gender-separated hiring, written + physical + interview.
  • Rank 9 Education Admin — Separate hiring by local Offices of Education.

2. Reading the D-day card

The large number at the top shows days remaining until the next phase (KST). Passed phases are dimmed. Phases not yet officially announced show an "Estimated" badge based on prior-year dates.

3. Track selection

Pick a track within the selected exam. The 2019-2025 cutoff & competition charts refresh instantly. Within Rank 9 national, general/prosecution/customs cluster in the 90s, while welfare sits near 80.

4. Interpreting the cutoff chart

  • Y-axis: average written cutoff score on a 0–100 scale.
  • X-axis: calendar years 2019 through 2025.
  • Compared to the 7-year average, a target score +2 to +3 points above is a safe margin.
  • COVID-era 2021-2022 saw unusual swings — weight the last three years more heavily than the raw 7-yr mean.

5. Competition ratio chart

Competition = applicants / final hires (an N:1 metric). COVID peaked Rank 9 national general at 35:1 (2021) and has since eased to ~22-24:1. Lower competition generally softens cutoffs, but quality shifts can offset.

6. Setting a target score

  1. Recent 3-year mean + 2 points = safe target
  2. Recent 3-year mean = competitive zone (mind variance)
  3. Recent 3-year mean − 3 points = high fail risk

7. Sources & caveats

  • Ministry of Personnel Management press releases (Rank 9/7 annual cutoffs)
  • Local HR committee postings (Seoul, Gyeonggi, Busan)
  • Korean National Police Agency — rookie recruitment
  • National Fire Agency — open competitive hiring

Some years simplify region-specific cutoffs into a national average. Always cross-check the official announcement for your exact track/region before applying.
